Search “Meta ads funnel structure” and you’ll get the same diagram every time: three neat stages, top, middle and bottom, with a tidy budget split and a creative type for each. It’s not wrong. It’s just not what running an account actually feels like, especially on a South African budget where you can’t afford to spend three months “warming up” an audience before you see a single enquiry.
The real question isn’t “what are the stages of a funnel.” It’s “how do I structure spend so the money goes to the ads that bring in business, and stops going to the ones that don’t.” That’s a different problem, and it has a more useful answer.
Here’s the structure we actually run for clients out of Johannesburg, why it’s tighter than the textbook version, and the parts most guides leave out.

What is a Meta ads funnel?
A Meta ads funnel is the way you organise your campaigns so that different ads do different jobs: some find new people, some convince them, and some ask them to act. The idea is that a stranger rarely buys from the first ad they see, so you structure the account to move people from “never heard of you” to “ready to enquire” instead of asking for the sale cold.
The classic version has three stages. Top of funnel introduces you to a cold audience. Middle of funnel builds interest with people who’ve engaged. Bottom of funnel retargets the warmest people and pushes for the conversion. Most agencies will hand you that and a budget split, often something like 20% top, 20% middle, 60% bottom.

What actually works better than the three-stage funnel?
A two-stage funnel beats the textbook three-stage build for most businesses: one stage to test creative cheaply, and one stage to convert the winners. Instead of guessing which ads belong in which layer, you let cheap data decide, and you only spend real money on creative that has already proven it earns attention.
This is the structure we rebuilt for Russel & Rose, a fine jewellery brand. The account had been spending across a wide spread of ads with no clean way to tell which ones drove enquiries. Reach and enquiries were being treated as the same signal, so good converters were judged on how many people saw them, and budget leaked into ads that never produced a lead. The fix wasn’t more stages. It was fewer, with a clear job each.
How does the two-stage funnel work?
You run new creative through a cheap awareness test first, then graduate only the proven ads into a lead campaign. Concretely:
- Stage one, test. New creative enters an awareness campaign on a fixed budget for about seven days. You judge it on one cheap metric, cost per profile visit. Nothing here is trying to close a sale. It’s auditioning the creative.
- Stage two, graduate. Only the ads that prove themselves move into the lead-generation campaign, where you measure the thing that actually matters: cost per enquiry.
That’s it. Two campaigns, one job each, and a clear rule for what earns more budget. For Russel & Rose the pattern showed up fast: clean, single-product hero shots beat themed and portrait-style creative on both reach and conversion every time, so we shot more of what worked and retired what didn’t. Cost per click dropped 30% to R0.78, and the best creative brought in enquiries at R76 each.
The reason this works on a small budget is that the expensive stage only ever sees pre-qualified creative. You’re not paying lead-campaign prices to discover that an ad is weak. You found that out for the price of a few profile visits. For most South African SMEs spending a few thousand rand a month, that difference is the difference between learning something and just spending.
How do you handle ad fatigue without killing your winners?
When a top performer starts getting seen too often, refresh it, don’t pause it. Pausing a proven ad resets how Meta optimises it, and you lose the enquiries it was bringing in while the system relearns from scratch. This matters because Meta’s delivery runs on a learning phase, and big changes throw a winning ad back into it.
So when frequency climbs, the move is: make fresh versions of the winning style, add a frequency cap, and widen the audience to give Meta more people to find. You keep the thing that’s working and just give it room to breathe. Switching it off and starting again is the most common, and most expensive, mistake we see on accounts we take over.
What about lead quality?
A funnel that produces cheap leads is worthless if they’re the wrong people, so qualify inside the funnel, not after it. The structure above gets you efficient leads. Lead quality is a separate job, and the place to do it is in the creative and the form, before a bad lead ever reaches your sales team.
For Soughted, a short-term rental manager, the leads were coming in cheap but wrong: guests wanting to book, or curious owners who’d never sign. We rebuilt the creative around owner psychology rather than property features, naming the audience directly in the hook so the right person recognised themselves and the wrong person scrolled past. Then we added an ownership question early in the form to filter browsers out. On Meta those owner leads came in at R88 each, against R441 for the same enquiry on Google Ads, roughly three and a half times cheaper. We go deeper on this in how to fix Meta ads lead quality.
How do you measure a Meta ads funnel?
Measure each stage on the metric that matches its job, not on one blended number. The most common reporting mistake is judging the whole account on ROAS or on reach, which hides where the money is actually working.
In the two-stage structure the metrics are obvious:
- Awareness stage: cost per profile visit. Cheap attention, nothing more.
- Lead stage: cost per enquiry. The number the business actually cares about.
Keep those separate and you always know whether a problem is a creative problem (the test stage is expensive) or a conversion problem (the lead stage is expensive). Blend them and you’re flying blind. The point of the whole structure is that the account knows the difference between an ad that gets attention and an ad that gets enquiries, and spends accordingly.
Does this work on a small budget?
Yes, and it’s actually better suited to a small budget than the three-stage version. The whole reason the two-stage funnel exists is that most businesses can’t afford to fund a full top, middle and bottom build and wait for it to mature. By testing creative cheaply and only graduating winners, you concentrate a modest spend on the ads already proven to earn attention. That’s why it travels so well for South African businesses running on a few thousand rand a month rather than the big budgets most international guides assume.

A tighter two-stage structure, test creative cheaply, then graduate only the winners, gets a real budget to the ads that produce enquiries far faster.
