Google Ads cost per lead increasing? The 5 real causes

Intro

Your cost per lead used to sit at a number you’d made peace with. Now it’s increasing, with no change on your end. No new campaigns, no budget moves, same ads.

Here’s the part that makes 2026 strange: the big industry benchmark surveys show average cost per lead improving this year, after years of steady rises. So “Google just got more expensive” doesn’t explain your account. Something specific changed, and it’s findable.

We manage Google Ads accounts across South Africa, and almost every genuine cost-per-lead jump we’ve diagnosed comes down to one of five causes. One of them is a Google platform change with a hard date attached: 17 August 2026. This post walks through all five in plain terms, written for the business owner who pays for the ads, not the person managing them.

Is your cost per lead really going up?

Confirm the increase is real before you change anything. Broken conversion tracking, a new soft conversion action, or plain seasonality can all move the reported cost per lead while your true cost stays put. Check what the account counts as a conversion first.

This check gets skipped constantly, and it’s the cheapest one on the list. We’ve seen accounts where a Performance Max campaign appeared to deliver leads at less than half the usual cost, which looked like a win until we checked what the conversion action was counting. It was catching soft engagement signals rather than real enquiries, which inflated the lead count and made the cost per lead look artificially good. The same distortion works in reverse: remove or fix a loose conversion action and your cost per lead “jumps” overnight, purely because the account started counting honestly.

So before anything else, open the conversions column and ask two questions. Did anything change in the last 90 days? And does every primary conversion action represent a real enquiry a salesperson would recognise? If tracking is the problem, fixing bids won’t help. Also compare against the same month last year, not last month. Plenty of industries have soft quarters where leads genuinely cost more for a while.

What makes Google Ads cost per lead go up?

Five causes explain nearly every genuine increase: more competition in your auction, broad match creep, degraded conversion tracking, a landing page that converts worse than it did, and automated bidding behaviour, which includes Performance Max reallocation and Google’s August 2026 target enforcement change.

More competition in your auction

Google Ads is an auction, so when more advertisers bid on your keywords, clicks cost more. WordStream’s benchmark research tracked cost per lead rising for five straight years before 2026’s improvement, driven largely by competition. There’s a newer pressure too: as AI Overviews answer more informational searches for free, advertisers concentrate their budgets on the commercial terms that still drive clicks. Your “buy” keywords get more crowded even if your industry didn’t.

Broad match creep

Campaigns drift. Broad match keywords gradually pull in searches further from your service, and without a maintained negative keyword list, you pay for clicks that were never going to become leads. We run a search-terms audit across every client account weekly, and wasted-spend terms show up within days of appearing. In accounts audited quarterly or never, the drift compounds quietly for months and surfaces as a rising cost per lead.

Your tracking got worse

Consent banners, browser privacy changes, and website updates all chip away at conversion measurement. If Google’s bidding system sees fewer of your real conversions, it optimises with less information and performance degrades. This is a slow leak rather than a jump, but it’s common.

Your landing page converts less

If click prices held steady but cost per lead rose, the page is the prime suspect. Slow load on mobile, a form that grew a field, an expired offer, or a page that no longer matches the ad’s promise will all cut conversion rate. The ads did their job; the page dropped the handover.

Automated bidding behaviour

Smart Bidding works toward the target you give it. Change the target, reset learning with a big edit, or run Target CPA against too little conversion data, and costs wobble. Performance Max adds its own wrinkle: it reallocates spend between Search, YouTube, Display and Gmail on its own judgement, and a shift toward weaker placements can raise your effective cost per lead without any change on your side. And in August 2026, Google changed the rules for one specific setup, which deserves its own section.

Could Googles August 2026 bidding change be the cause?

Yes, if you run budget-limited Target CPA or Target ROAS campaigns. From 17 August 2026, Google steers these campaigns toward the literal target you typed in, even where actual performance has been far better. Campaigns that quietly beat their targets lose that advantage unless the targets are updated first.

Here’s the plain-language version. Until now, a campaign with a “Limited by budget” status often outperformed its own target: you set a target cost per acquisition of R250, the budget cap held spending back, and leads actually came in at R130. Google’s change makes bidding honour the target you set more consistently. That R250 stops being a forgotten field and becomes permission to spend R250 per lead.

When we swept the Google Ads accounts we manage in mid-July, 19 campaigns carried a target-based bid strategy, 12 of those were budget-limited, and 7 were actively beating their targets. Every one of those 7 was exposed. One landscaping-supplies account had a R250 target against an actual cost per acquisition of R127. Left untouched, its lead cost could nearly double without a single competitor doing anything, and the account would technically be working as configured.

The fix is mechanical. Google shipped a Bid Target Adjustment Tool on 6 July 2026 that lets you reset targets to match recent actual performance in bulk, or you can lift the budget cap so the campaign exits its limited status. Search Engine Journal’s coverage of Google’s clarification is worth a read if you want the detail. What matters is doing it before the deadline, not after your first expensive month.

How do you work out which cause is yours?

Split the increase into its two parts. Cost per lead is what you pay per click divided by how often a click becomes a lead. If clicks got pricier, look at competition, match types and bidding. If conversion rate fell, look at tracking and the landing page.

That one split cuts the suspect list in half before you’ve opened a single report. From there, a few checks you can do in 15 minutes without touching a setting:

Skim the search terms report for anything you’d never sell to. Check whether any campaign shows “Limited by budget” next to a Target CPA or Target ROAS strategy. Open the conversion actions list and look for anything added or edited recently. Each check takes minutes and tells you what question to ask next, or what to ask whoever runs the account.

What is a good cost per lead in South Africa?

There’s no universal good number, and imported benchmarks mislead. A good cost per lead is a fraction of what a new customer is worth to your business. Multiply your average job value by your close rate to find the most you can afford to pay, then aim comfortably below it.

Global research puts the average around $66 per lead, but those figures skew heavily toward American markets and dollar budgets. In the South African service categories we manage, healthy cost per lead figures often land well below the converted-rand equivalent, and the spread between industries is wide enough that a single benchmark hides more than it shows.

The arithmetic that actually matters: if your average job is worth R20,000 and you close one in five enquiries, a lead is worth up to R4,000 to you, and R400 per lead is comfortable. If your average sale is R900, that same R400 is a slow bleed. Run your own numbers before judging the account, and count only real leads. A form fill from someone who can never buy isn’t a lead, and on one account we reviewed, only around a third of platform-counted “leads” were genuinely qualified once we checked them against the client’s own records. Your true cost per qualified lead is the number worth managing.

How do you bring cost per lead back down?

Match the fix to the diagnosed cause, in this order: repair tracking so decisions run on honest data, cut wasted spend with negatives, update bid targets to realistic numbers before 17 August, then work on the landing page. Budget increases come last, once the account converts efficiently.

For search-term drift, build the negative keyword list back up and put a recurring audit in the calendar; weekly beats quarterly by months of saved spend. For tracking, rebuild conversion actions around enquiries your sales team would recognise as real, so Google’s bidding optimises toward buyers rather than button-clicks. For the August change, use the Bid Target Adjustment Tool to bring targets in line with actual performance. For landing pages, test the page on a phone over mobile data and ask whether it still delivers exactly what the ad promises. None of this is glamorous. All of it compounds.

How red&white handles a rising cost per lead

Our rule is diagnosis before intervention. We split the cost-per-lead movement into its parts, verify the conversion data is honest, and only then touch bids, budgets or targets, because a fix aimed at the wrong cause makes the account worse and muddies the data for the next attempt.

We didn’t wait for client accounts to get expensive in September; we pulled every target-based campaign in July, flagged the exposed ones, and scheduled target updates ahead of the deadline. That’s the difference between managing an account and watching one. Confirm the increase is real, split it into click price versus conversion rate, and check the five causes: competition, broad match creep, tracking decay, landing page decline, and automated bidding behaviour. This year, add one more line to the checklist: any budget-limited campaign with a Target CPA or Target ROAS needs its target reviewed before 17 August 2026.

How do I reduce cost per lead in Google Ads?

Match the fix to the cause. Add negative keywords if search terms have drifted, rebuild conversion tracking if it counts soft actions, fix the landing page if conversion rate fell, and set realistic bid targets. Adding budget without a diagnosis usually buys the same problem at a higher price.

Does Performance Max increase cost per lead?

It can, because Performance Max moves spend between Search, Display, YouTube and Gmail on its own. If it shifts budget toward cheaper but weaker placements, your lead count can hold while quality drops, or leads can get more expensive without any change on your side.
